Consumer Directed Health Plans

Helping your employees manage in a rapidly changing healthcare environment.

While Section 125 Flexible Spending Accounts (FSA) have been popular for decades, other consumer directed health plans (CDHP) developed in the early 2000’s as employers looked for ways to help employees meet the rising cost of deductibles and out-of-pocket expenses. As allowable contribution levels have risen in recent years, the number of employers offering HRA or HSA compatible health plans has increased significantly. CDHPs can take various forms, including the following:

Health FSA
A tax advantaged account authorized by Section 125 of the Internal Revenue Code, allowing for pre-tax funding to cover eligible health care expenses defined in IRC Section 213. Eligible health expenses typically include medical, dental and vision care costs.
Dependent Care FSA
Also authorized by Section 125, a Dependent Care FSA is a tax arrangement allowing for pre-tax funding of an account to cover eligible child or adult dependent care expenses not covered or reimbursed by any other source.
Health Reimbursement Arrangement (HRA)
Governed by IRC Section 105, HRAs are funded by the employer for each participating employee. While unused funds can be carried over to the next year to cover future health care expenses, they remain with the employer if the employee changes jobs.
A HSA is a tax-free account to pay for eligible, out-of-pocket healthcare expenses, with funds deposited by individuals, employers or both. HSAs pair with qualified high-deductible health plans (HDHP) to cover catastrophic medical care claims in case of major accident or serious illness. Unspent dollars accumulate tax-free and belong to the employee.
The Qualified Small Employer Health Reimbursement Arrangement enables eligible employers with fewer than 50 full-time employees to help cover out-of-pocket healthcare costs, including the cost of qualifying monthly insurance premiums.
